Call to order:

Reading of the District Mission and Inspirational Opening: Michele Peters, District PRO/Secretary
Welcome/Introductory remarks: District Governor Miguel Restrepo
Credential Committee report by Joann Edstrom. As of October 29, 2005 District 78 has 117 clubs, therefore to have a quorum 80 claimed votes are required. We have a quorum with 82 votes.
Adoption of Agenda: One modification was added to discuss the possible realignments of Aberdeen, SD to Division D in North Dakota and Huron, SD from F62 to F61 in South Dakota. Motion moved by Aaron Gellar and seconded by Joann Edstrom. Carried.
Confirmation of appointed District officers:
Division A – Judi Bohrnsen
Division B – Josie Skibstad
Division C – No Governor
Division D – Craig Vigen*
Division E – Joann Edstrom
Division F – Kari Elling*
*Previously approved at April 30, 2005 meeting.
Motion for approval by Mary Lou Hermes and seconded by Mary Lee. Carried.
Report of Audit Committee, Approval of District 78 Budget and Treasurer’s Report: Kim Moser, District Treasurer. Motion for approval by Julie Scheitlin and seconded by Barbara Murray. Carried.

Other Committee Reports: there were no other committee reports.
Unfinished Business:
Previously tabled from April 30, 2005 business meeting was discussion regarding the realignment of Aberdeen, SD to Division D and Huron, SD from F62 to F61 in South Dakota. Updates and a letter from Huron Sunrisers club provided by F62 Area Governor Christopher Gross. The realignment discussion was tabled for further discussion at the April 29, 2006 meeting.
New Business:
District Governor Miguel Restrepo announced that the Fall 2006 Conference will be visited by the Toastmasters International President.
Mary Lou Hermes read a proposal from Rick Fausching to host the conference in Bozeman, MT. Additional offers of interest were provided from Sioux Falls, SD and Billings, MT.
Motion to nominate a committee to gather and review proposals from interested communities was moved by Tom Reiten and seconded by Glenda Pennington. Motion carried.
A request by Barbara Murray, Area Governor F64 to realign EROS from F64 to F63 was made. This was tabled for discussion at the Spring, 2006 conference by District Governor Miguel Restrepo.
Announcements:
Mary Swanson from District 6 announced the Regional IV Conference will be held in Minnetonka, MN, June 15 – 17, 2006. The theme is “The Spirit of Adventure”.
District Governor Miguel Restrepo announced his plans to move from South Dakota to Connecticut in November but will remain District Governor.
