District Governor

Michele Blumhagen, DTM

Michele lives in Bismarck, ND and is the Quality Assurance Director for Workforce Safety & Insurance which is the workers compensation carrier for the state of North Dakota. 

Michele joined Toastmasters in January 2004 when she became a charter member of the Centurion Club.  Her main reasons for joining Toastmasters were to improve her impromptu speaking skills and for the networking opportunities Toastmasters had to offer.  She quickly learned that Toastmasters is also extremely helpful in honing one’s leadership skills.

She has held all club officer positions except VP Public Relations and VP Membership.  In the District she has held the positions of Area Governor (05-06), Division Governor (06-07), District Treasurer in 2007-2008, Lt. Governor Marketing in 2008-2009 and as Lt. Governor of Education & Training last year.  Michele received the Division Governor of the Year for 2006-2007.

Michele enjoys spending time with family & friends.  In her spare time (what is that?) she also enjoys doing things that keep her moving; aerobics, lifting weights, riding bike, taking walks, playing golf.  She says she has a hard time just sitting still to watch TV or a movie, however she can sit for hours if she is reading a good book.

 

 

 

Lt. Governor Education & Training

Carol Ann Buffington, ACG/CL

Carol Ann lives in Billings, MT with her husband Don and their beautiful, much loved English Bulldog Maggie B. Winkled.  Carol Ann is employed at United Properties a company that owns and manages several office buildings including First Interstate Bank Building in downtown Billings.  Carol Ann joined Toastmasters in 2002 to improve her leadership skills as she was about to become the President of  the Billings Chapter of American Business Women Organization.  Toastmasters were instrumental in making this role a success.  She belongs to Boothill, Tower and the Advanced Club Skills as well as serves as a Club Coach for Club Med.  Carol Ann enjoys family, friends, and travel.  She is looking forward to the upcoming year and having the opportunity to meet more Toastmasters from District 78 and around the world. 

 

 

 

 

 

 

Lt. Governor Marketing

Rochelle L. Williams, ACB

Rochelle joined Bismarck Toastmasters Club 717 in March of 2007.  She has served as President, Vice-President Public Relations and Secretary.  Rochelle served as Area 33 Governor, and was voted Toastmaster of the Year 2009 – 2010.  In her first year as a Toastmaster, Rochelle placed second in the District Humorous Speech Contest.

Rochelle was born and raised in Los Angeles.  She enjoys cooking, reading to her granddaughter, swing dancing and road trips.  She admits to having an addition to the Food Network and HGTV. Rochelle and her husband Dana, who hails from Grassy Butte, ND, have been married for ten years.  Their married life has been the inspiration for many of Rochelle’s speeches.

Through her involvement with Toastmasters, Rochelle has experienced first-hand how membership can change a life.  She credits her club with providing, as fellow member Diane Laub calls it, “a safe place to fail.”   Aside from supporting Jim and Carol Ann in meeting their goals, Rochelle hopes to be a Servant Leader, inspire clubs to strive for distinguished status and grow membership by marketing District 78’s secret weapon:  You!
